Importing into United States
Duty is assessed on transaction value, there is no federal import VAT, and processing and harbour fees apply on top of duty. Filing requires a licensed broker on ABI/ACE.
Where to get the rate
We do not publish duty rates for United States. The authoritative schedule is Harmonized Tariff Schedule (HTS), published by U.S. International Trade Commission — that is where a rate is legally meaningful, and where it stays current when measures change.
What catches importers out here
- Freight and insurance are excluded from the duty base, so a CIF-style calculation will overstate your duty.
- A merchandise processing fee applies to formal entries with an annually-adjusted minimum and maximum; a harbour maintenance fee applies to ocean shipments but not air.
- Antidumping and countervailing duty orders and Section 232/301 measures can dwarf the tariff rate. Check for an order in force against your code and origin, not just the schedule.
- The importer of record — not the broker — is responsible for the accuracy of the declaration. A broker files on your power of attorney.
- Partner agencies (FDA, USDA, CPSC and others) can hold a shipment independently of customs, after customs has cleared it.

This page describes procedure, not your specific shipment. CustomsScanner is not a customs broker and does not file entries — confirm anything that affects a declaration with a licensed broker in United States.
